Protection of women's rights and child safety
President Tokayev signed the laws" on introduction of amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of ensuring the rights of women and the safety of children "and" on introduction of amendments and additions to the Code of administrative offenses of the Republic of Kazakhstan on issues of ensuring the rights of women and the safety of children".
The Basic Law provides for amendments and additions to 15 legislative acts, including seven codes and eight laws. The accompanying law provides for amendments to the code of administrative offenses. Administrative responsibility is established for the abuse of minors (bullying, cyberbullying) and the forced unloading of a child under the age of 16 from public transport and other corrections.

The main task of the adopted law is to improve the legal, economic, social and organizational foundations of state policy on ensuring the safety of children, the prevention and suppression of crimes against women and children.
President K. Tokayev constantly raises issues of protecting women's rights and ensuring the safety of children. At the initiative of the president, since 2019, criminal liability for crimes against the sexual inviolability of women and children, human trafficking has been strengthened. In the structure of the Ministry of internal affairs, special units have been created to protect women from violence. On behalf of the president of the country, in 2021 their staff size was increased to 256 units. Such positions are now available in every city and district police body. Also introduced was the specialization of female investigators in the investigation of crimes of sexual violence against women and minors.
In 2023, the head of state instructed to tighten the punishment for any manifestation of family and domestic violence. This task was included in the action plan in the field of Human Rights and the rule of law, approved by Presidential Decree on December 8, 2023. As part of its implementation, interested state bodies, together with the Commissioner for the rights of the child and deputies of the Mazhilis of the Parliament, have developed legislative amendments aimed at tightening responsibility for any manifestations of violence against women and children, strengthening the institution of the family and ensuring the safety of minors.
The criminalization of domestic violence is the fulfillment of the President's instructions to strengthen responsibility for any manifestation of violence against women and children.
Tightening punishment for domestic violence was one of the main points of K. Tokayev's election program. With the adoption of the new package of laws, his election promise to strengthen the fight against family and domestic violence was fully fulfilled.
Protecting women's rights is a reflection of true democracy
The law" on amendments and additions to some legislative acts of the Republic of Kazakhstan on ensuring the rights of women and the safety of children " is another step in the direction of democratization of our society.
