Rules for using the school library
1. General provisions1.1 The Rules of Use of the library is a document that records the relationship of the reader with the library and defines the general procedure for organizing reader services, the procedure for accessing the library's funds, the rights and obligations of readers and the library.
1.2 Students and school staff have the right to use the library freely and free of charge. Taking into account the possibilities, the library can also serve parents of students and other categories of users; the library determines the possibilities and conditions of service.
1.3 Readers are provided with: - a fund of educational, artistic, reference, popular science literature on printed and electronic media for students; – a fund of educational, methodological, scientific and pedagogical, reference, fiction on printed and electronic media for teachers; - the fund of periodicals. Readers can use: - books, periodicals, audiovisual documents, computer programs, compact discs (CDs), electronic databases, online electronic publications; - reference and bibliographic apparatus: catalogs, card files, reference and bibliographic fund, recommendation lists of literature.
1.4 The library serves readers: - on a subscription basis (issuance of printed works and electronic documents to individual readers at home); - in the reading room (a division of the library with a special room where readers work primarily with publications intended for use in the reading room, which are not issued at home);
1.5 The working hours of the library are determined by the director of the school in accordance with the Rules of the internal work regulations of the school.
2. The rights, duties and responsibilities of readers
2.1 The reader has the right to:
2.1.1. To use the following free library information services: - to have free access to library collections and information; - to receive printed publications and documents on electronic media for temporary use from the library fund; - to receive consulting and practical assistance in the search and selection of works of print and other sources of information; - to receive books on an interlibrary subscription; - to extend the period of use of literature in accordance with the established procedure; - to use the reference and bibliographic apparatus: catalogs, card files, encyclopedias, dictionaries, reference books, bibliographic indexes; - to use reference and bibliographic and information and bibliographic services; - to obtain library and bibliographic information knowledge, skills and abilities of independent use of the library, book, information on traditional and electronic media
2.1.2 Take part in events organized by the library.
2.1.3 To elect and be elected to the library asset, to provide practical assistance to the library.
2.1.4 Require confidentiality of data about him and the list of materials he reads.
2.1.5 Appeal against the actions of library staff infringing on his rights to the headmaster or the district department of Education.
2.1.6 Provide practical assistance to the library.
2.2 Readers are obliged to:
2.2.1 Comply with the rules of use of the library.
2.2.2 Take care of printed works and other media obtained from the library's collection (do not make notes, underscores, do not tear out, do not fold pages, etc.).
2.2.3 Return books and other documents to the library within a strictly defined time frame.
2.2.4 Do not take books and other documents out of the library premises unless they are written in the reader's form.
2.2.5 Use valuable and unique copies of books, reference books, books obtained by interlibrary subscription only in the library premises.
2.2.6 Upon receipt of printed publications and other documents from the library collection, the reader must review them in the library and, in case of defects, inform the library employee about this, who will make an appropriate note in them.
2.2.7 Sign the reader's form for each publication received in the library (except for students in grades 1-4).
2.2.8 In case of loss and unintentional damage of publications and other documents, replace them with the same or copies or publications recognized by the library as equivalent. If it is impossible to replace, to reimburse the real market value of the publications. The cost of lost, damaged works of print and other documents is determined by the librarian at the prices indicated in the library's accounting documents using coefficients, but not below the market value.
2.2.9 Do not violate the order of placement of literature in the open access fund.
2.2.10 Do not remove cards from catalogs and file cabinets.
2.2.11 To be re-registered annually at the beginning of the academic year.
2.2.12 Upon leaving school, return the publications and other documents listed for them to the library.
2.2.13 Observe silence and order in the library. Do not bring briefcases and bags into the book depository.
2.2.14 Do not enter the library with sweet rolls, pies, sweets in your hands.
2.2.15 Do not enter office premises and the book depository without permission.
2.2.16 Do not enter the library in outerwear.
2.3 In case of violation of the terms of use of books and other documents without valid reasons, administrative sanctions may be applied to readers in accordance with the established procedure (temporary deprivation of the right to use the library).
2.4 A personal file is issued to outgoing students only after the return of the literature taken on the library subscription and the librarian's mark in the bypass sheet; outgoing school staff mark their bypass sheet in the library.
2.5 Intentional damage and theft of books from the library provides for criminal liability or compensation for damage in monetary terms or equivalent replacement with printed works and other documents.
2.6 Parents or guarantors are responsible for the loss of print works from library collections by underage readers or for causing irreparable harm.
3. Responsibilities of the library
3.1 The Library is obliged to: · ensure free and free access of readers to library collections and free issuance of printed materials for temporary use; · provide prompt and high-quality service to readers, taking into account their requests and needs; · promptly inform readers about all types of services provided; · in the absence of necessary publications for readers, request them by interlibrary subscription from other libraries; · provide catalogs, card files, and other forms of library information; · study the needs of readers for educational information; · conduct consulting work, assist in the search and selection of necessary publications; · conduct classes on the basics of library and bibliographic and information knowledge; · conduct oral and visual mass information work: organize literature exhibitions, bibliographic reviews, literary evenings, games, holidays and other events· improve work with readers by introducing advanced technologies; · systematically monitor the timely return of issued print works to the library; · to carry out annual re-registration of readers at the beginning of the school year; · to ensure the safety and rational use of library funds, to create the necessary conditions for storing documents; · to carry out minor repairs and timely binding of books, involving students in this work; · to contribute to the formation of the library as a center for working with books and information; · to create and maintain comfortable conditions for the work of readers; · ensure the working hours in accordance with the needs of the educational institution.
4. The procedure for using the library
4.1 The registration of readers is carried out on a subscription. Students are enrolled in the library according to the class list on an individual basis; teachers, school staff and other categories of citizens – on an identity card.
4.2 A standard reader's form is filled in for each reader as a document granting the right to use the library.
4.3 When writing, readers should familiarize themselves with the rules of use of the library and confirm the obligation to comply with them with their signature on the reader's form
4.4 The Reader's form is a document certifying the fact and date of issuance to the reader of printed and other sources of information and their return to the library.
4.5 The exchange of printed works is carried out according to the work schedule established by the library.
5. The procedure for using the subscription
5.1 The period of use of literature issued at home and the number of publications issued on a subscription are limited and determined differentially: for teachers: · educational – issued for the period of study of the relevant subject (with mandatory delivery at the end of the academic year); · methodical – issued for a period of 2 months, and if there are enough copies – for a period of study of the relevant subject (with mandatory completion at the end of the academic year); · program – issued for the entire period of study; for students: works studied according to the program in the classroom are issued for a period in accordance with the study program; · for extracurricular reading – 10 days; · periodicals - for 1-2 days in the amount of 2 titles. The number of copies issued at a time (excluding textbooks) should not exceed 5-8 copies.
5.2 The period of use may be extended if there is no demand for the publication from other readers, or shortened if the publication is in high demand or is available in a single copy. Rare, valuable and reference publications, literature obtained by interlibrary subscription (IBA) are not subject to home delivery.
5.3 Readers sign the reader's form for each copy of the publications; the return of the publication is repaid with the signature of the librarian.
6. The order of use of the reading room
6.1 Literature intended for use in the reading room is not issued at home.
Regulations on the school library
1. General provisions1.1. This regulation defines the level of requirements for the library of the State Institution "Zatobolskaya Secondary School No. 2.
1.2. In its activities, the school library is guided by: Decrees of the President of the Republic of Kazakhstan and Government Resolutions defining the development of culture, education and librarianship, instructional and methodological materials of higher authorities on education and librarianship, curricula and programs schools and this regulation.
1.3. The activities of the school library are organized in accordance with Kazakh cultural and educational traditions. The educational and educational functions of the library are based on the achievements of universal culture.
1.4. The library is a structural unit of the school, providing literature and information to the educational process, as well as a center for the dissemination of knowledge, spiritual and intellectual communication, and culture.
1.5 The library has a universal collection of literature, which is provided for temporary use by school students, teaching staff, and technical staff.
1.6. The library is accessible and free for readers.
1.7. The procedure for access to library collections and other library information, the list of basic services and the conditions for their presentation by the library are defined in the rules of use of the library.
2. Library Tasks
2.1. Acquisition of the fund with printed and electronic publications in accordance with the profile of the school and the information needs of readers.
2.2. Providing access to local, regional, national and international resources, as well as using other opportunities that allow readers to familiarize themselves with various ideas, opinions and experiences.
2.3. Ensuring the educational process and self-education through library and information and bibliographic services for students, teachers and other categories of readers.
2.4. Formation of readers' skills as an independent library user: training in the use of books and other media, search, selection and critical evaluation of information.
2.5. Developing and supporting children's habits and joys of reading and learning, as well as the need to use the library throughout their lives.
2.6. Improvement of traditional and development of new library technologies.
3. Library Functions
3.1. Dissemination of knowledge and other information that forms the library, bibliographic and information culture of students, participation in the educational process. The main functions of the library are educational, informational and cultural.
3.2. The formation of the library fund in accordance with educational programs. The library includes a universal fund of educational, artistic, reference, popular science literature, periodicals for students; scientific and pedagogical, methodological, reference literature, periodicals for teaching staff. The library's collection consists of books, brochures, periodicals, documents on non–traditional media: CD-ROMs.
3.3. Uninterrupted and prompt library service for readers on subscription and in the reading room.
3.4. Maintaining a reference and search engine on both traditional and electronic media.
3.5. Improvement based on the analysis of the main activities of the library in order to introduce new information and library technologies, organizational forms and methods of work.
3.6. Organization of differentiated, personalized reader service with maximum consideration for the interests of the user.
3.7. Information and bibliographic service, taking into account the requests of readers.
3.8. Reference and bibliographic services for students, teachers, and parents.
3.9. Advising readers in the search and selection of books, conducting classes with students (according to the plan) on the basics of library and information knowledge, cultural education and creative reading, instilling skills and information retrieval skills.
3.10. Popularization of literature through individual, group, mass forms of work (conversations, exhibitions, bibliographic reviews, book discussions).
3.11. Professional development of employees, creation of conditions for their self-education and professional education..
3.12. Maintaining the necessary documentation for the accounting of the library fund and servicing readers in accordance with the established procedure.
3.13. Studying the state of reader demand (the degree of its satisfaction) in order to form the optimal composition of the library fund.
3.14. Exclusion of non-core, doublet, outdated, dilapidated literature from the library fund in accordance with current documents.
3.15. Interaction with other libraries.
3.16. Systematic informing of readers about the activities of the library.
3.17. Ensuring an appropriate sanitary and hygienic regime and favorable conditions for servicing readers
3.18. Ensuring the required storage and safety regime of the library fund, according to which textbooks are stored in a separate room.
3.19. Organization of work on the preservation of the library fund.
4. Management. Structure and staff. Logistical support
4.1. The management and control over the activities of the school library is carried out by the director of the school, who is responsible for all aspects of the library's activities, creating the necessary conditions for high-quality and effective work.
4.2. The head of the library is responsible for the organization of the work and the results of the library's activities, who reports directly to the director of the school and is a member of the pedagogical council.
4.3. The head of the library is appointed by order of the school director from among persons with special library education.
4.4. The school provides the library with the necessary well-equipped rooms for storing textbooks, a book depository, a reading room equipped with fire alarms and locking devices; inventory; technical means; stationery; library and office equipment.
4.5. The cost of maintaining the library is provided for in the general cost estimate of the school.
4.7. The Library builds its work on the basis of a plan drawn up taking into account the norms of time for library processes. The library plan is part of the school's overall annual plan.
4.8. The Library annually provides a statistical report on the work done by the school directorate and the ROO.
4.9. Library staff systematically improve their skills at seminars, refresher courses, through self-education, as well as using other forms of professional development.
4.10. In order to ensure high-quality acquisition of the fund and to study the best practices of libraries and improve their skills, librarians are allocated two methodological days per month. This day is used to attend seminars, meetings of librarians, and work with documentation.
4.11. The library's working hours are established in accordance with labor legislation, the school's work schedule, as well as the rules of internal labor regulations.
4.12. Once a month (the last day of the month), a sanitary day is held in the library, on which the library does not serve readers.
4.13. The staff of the library and the amount of remuneration, including additional payments and allowances to official salaries, are established in accordance with the applicable regulatory legal documents.
4.14. For their active work, library staff can be presented with awards, badges of distinction provided for educational and cultural workers
4.15 Library staff, together with the director of the school, are financially responsible for the safety of the fund and property in accordance with current legislation.
4.16 Library staff may join public professional organizations to protect their professional rights.
5. Rights and obligations of the library Library staff have the right:
5.1. Independently determine the content and forms of their activities in accordance with the tasks set out in this regulation.
5.2. Develop the rules for using the library.
5.3. Establish, in accordance with the rules for using the library, the type and amount of compensation for damage caused by library users.
5.5. Free access to information related to the solution of the tasks assigned to the library: educational programs, curricula, school work plans.
5.6. For support from regional education authorities and school administration in organizing professional development of library staff, creating the necessary conditions for their self-education, as well as to ensure their participation in the work of methodological associations of library staff, in scientific conferences, meetings, seminars on library and information work.
5.7. To participate in the work of public organizations.
5.8. For additional monetary payments provided for by law.
5.9. For annual leave in the amount of 30 calendar days.
5.10. Library staff are responsible for: - compliance with labor relations regulated by the legislation of the Republic of Kazakhstan on labor and the collective agreement of the school. - performing the functions provided for in this Regulation. - preservation of library collections in accordance with the procedure provided for by current legislation.
