ABOUT THE SCHOOL PARLIAMENT



1. The main provisions
1.1 General provisions:
 The School Parliament is an elected body of self-government.
The main function of the School Parliament is performing at the first stage of development, and later, as it develops, organizational and managerial.
The activities of the School Parliament are aimed at developing a model of civil society within the school community, fostering the legal culture of students, forming an active civic position among them, and developing student self-government.
In accordance with the charter of the school and this regulation, the Parliament interacts with the Pedagogical Council, the school administration, and the Board of Trustees.

2. Goals and objectives:
2.1 The goal is to organize socially conditioned, socially and personally significant activities of students, the realization of their interests and needs, the formation of educational management skills at the student, class, and school staff levels.

2.2 Tasks:
 performing the function of a legislative body that creates a normative basis for the life of the school's student community;
Meeting the needs of students for independence, communication, and self-realization;
Development of elements of civil society in the school system;
improving the legal culture of students, forming an active civic position,
to develop social activity and identify the leaders of the student body.
The involvement of schoolchildren in the school self-government system is aimed at achieving a steady increase in the satisfaction of students, teachers, and parents of schoolchildren with the functioning of an educational institution.

3. Formation of the School Parliament
3.1. The school is formed from representatives of class groups of grades 7-11 on the basis of class elections.
3.2. The SHP is elected for a term of one year.
3.3. Class collectives have the right to recall their deputy before the expiration of their term of office, if he did not justify the trust of voters, and to elect a new deputy.

4. Composition of the School Parliament
4.1. The SHP consists of members of Parliament (deputies/ministers) and the President.
4.2. The President of the SHP is elected on the basis of a collegial decision of the deputies of the SHP for a period of 1 year.
4.3. The President of the SHP appoints ministers (law and order, information, sports and healthy lifestyle, psychology, volunteerism, culture and art, debate movement, ecology and labor).
4.4. The members of the SHP are selected from students in grades 7-11 by direct open voting of students in grades 7-11.
4.5. Members of the SHP may be expelled from Parliament for systematic failure to fulfill their duties by decision of the President and members of Parliament.

5. Rights and obligations of the School Parliament
The School Parliament has the right to:
5.1 Represent the interests of the student body both inside and outside the school.
5.2 Participate in determining the prospects for the development of the school, ways to increase the educational potential of the school, improve its life.
5.3 Participate in the planning of the school's work for the year.
5.4 Participate in the definition and development of the school's internal regulations.
5.5 Make suggestions to the school administration on the issues of encouragement and punishment of students.
5.6 Contact the heads of the school (the director and his deputies) with questions and suggestions concerning various aspects of school life.
5.7 All decisions of the School are brought to the attention of students.

The School Parliament is obliged to:
5.8 Consistently ensure the development of democratic principles in school life.
5.9 Develop a system of student self-government, create a regulatory framework for the activities of student self-government bodies at various levels.
5.10 To keep in constant contact with the student groups of classes to find out the problems and needs that are relevant to them. To discuss proposals received from students of the school.
5.11 To carry out constant communication (foreign policy) with youth organizations of the city and the region.
5.12 Consistently protect the interests of the student body and its individual members both inside and outside the school.

Duties of the President of the School Parliament:
1) directs the activities of the Parliament and is personally responsible for the fulfillment of the tasks assigned to it and the exercise of its functions;
2) distributes responsibilities among the ministers of the factions and coordinates their activities;
3) in the performance of his duties, he enjoys the rights granted by the management of the educational organization.

Duties of members of the School Parliament:
1) direct the activities of deputies (from classes) by faction and are personally responsible for the fulfillment of their assigned tasks and the exercise of their functions;
2) distributes responsibilities among the deputies of the factions and coordinates their activities;
3) in the performance of his duties, he enjoys the rights granted by the management of the educational organization.

6. The working procedure of the School Parliament.
6.1 The main body of the SHP is the General Assembly of Ministers and the Cabinet of Deputies. The General Meeting carries out its work in the form of meetings.
6.2 Meetings are held 2 times a month, on Fridays after hours or if necessary.
6.3 The meeting is chaired by the President.
6.4 At the meetings, the most important issues of the life of the student body and the school as a whole are discussed, normative documents, laws of school life, student projects, appeals to other participants of the educational project at school (teachers and parents), as well as to representatives of state and public organizations are adopted.
6.5 All SHP deputies work in Ministries on a permanent basis. Students who are not SHP deputies cannot participate in the work of Ministries.
6.6 The tasks of the Ministries are:
identification of current problems (by profile) reflecting the interests and needs of students;
determination (in accordance with her profile) of promising areas of activity of the student body;
preparation of relevant draft laws.
6.7 For the preparation of some projects, temporary committees may be established, including both deputies and students who are not members of the SHP, but who are interested in this project.
6.8 To provide advice to the heads of the School and to ensure communication with the teaching staff, the school works together with the deputy director for HR and the senior counselor of the school.

6. The content of the activities of the School Parliament
Principles of student self-management:
 interest, trust, voluntary;
 Democracy and humanism;
 the subject matter of the activity.

The main areas of activity:
 educational and educational;
 Self - service;
 sports;
 wellness;
 artistic and aesthetic;
 legal;
 information and analytical.

Functions of self-government bodies:
 Work planning;
 control and guidance over the work of classes, associations, individual
 students;
Diagnostic (analysis, observation, summing up);
communication (cooperation with other institutions).

7. Duties of the main officials of the school government.

7.1 The President:
Organizes the strategic planning of the School Parliament;
Sets the agenda and chairs meetings of the School Parliament;
Organizes work to coordinate the activities of the School Parliament with the school administration, methodological associations and other bodies existing at the school;
 Appoints ministers;
Coordinates the work of the class councils;
 provides assistance to ministers, chairmen of class councils;
 monitors the implementation of decisions of the School Parliament.

7.2 Ministry of Law and Order:
Responsible for school duty, policing at school events;
Conducts regular raids - cleanliness, order, appearance of students;
Responsible for familiarizing school students with the rules of safe behavior, monitoring compliance with the requirements of the school's internal regulations.

7.3 Ministry of Information:
Responsible for collecting and distributing information about the achievements of the school (contests, holidays, games, sports. competitions, Olympiads, etc.)

Informs the public about school life;
Responsible for taking photos and videos of school events.

7.4 Ministry of Sports and Healthy Lifestyle:
Responsible for the preparation and conduct of school sports competitions;
Responsible for participation in (city, regional, republican) sports events;
Responsible for collecting information about the educational process;
organizes the participation of class groups in the school 's Spartakiad in various sports and sports games;
Organizes school - wide sports events together with physical education teachers;
Promotes sports activities in sports sections;
 holds fun breaks.

7.5 Ministry of Self-Knowledge and Happiness (psychologists)
He is responsible together with the school psychologist for individual counseling, in which the student could open up as much as possible, understood his problems, found internal resources to resolve them;
conducting psychological trainings and games at school;
 work in a socio-psychological training group;
 organization of "Caring" actions, congratulations to school students on their birthday;
Responsible for organizing changes in elementary schools.

7.6 Ministry of Care (volunteering):
Responsible for the development and support of initiatives aimed at organizing volunteer activities;
Development and implementation of measures to enhance the role of volunteer activities in cooperation with various target groups and categories of the population;
conducting charity events and events;
formation of a group of volunteers - performers of the project activities;
Organization of volunteer training.
