Despite the measures taken to industrialize the national economy, its raw material nature has not changed significantly so far. The Government is faced with the task of building a new economic model, the core of which should be sustainable value chains. There is great potential in this direction in the oilfield services and petrochemical industries (production of plastic, carbon nanotubes, carbon fiber, graphene).

At the first meeting of the Council, I instructed the Government to implement a set of measures to switch to an open applied model of science with a concentration of resources from research institutes and universities. It is necessary that scientific projects meet not only academic needs, but also take into account the strategic goals of the country's development and the needs of the economy. "As I said, in recent years there has been a significant increase in the number of natural and man-made disasters in the world. Climate changes provoked by industrialization and urbanization have a direct impact on this. According to some estimates, in the next five years this trend may lead to the fact that the global economy will lose about five trillion dollars. Therefore, environmental issues are of high priority for us.

The Regional Glaciological Center, established in 2020 in Almaty by UNESCO decision, makes a huge contribution to the study of climate change. Our scientists are not only investigating the melting of glaciers, but also looking for ways to reduce vulnerability to mudflows, breakouts of glacial lakes.

It is necessary to make full use of the potential of the Glaciological Center. The task of providing the center with a building is being solved by the Government. Now the issue of extending the agreement between the Government of Kazakhstan and UNESCO on the activities of the Glaciological Center, which ends this year, requires special attention.

In 2026, Kazakhstan will host a Regional climate Summit under the auspices of the United Nations. This important event will give us a good opportunity to draw the attention of the international community to the problems of melting glaciers, shallowing of rivers and lakes, desertification, and land degradation. We need to start preparing for the Summit now, which, I am sure, will help consolidate the efforts of scientists, experts, and politicians to find answers to regional and global environmental challenges."
